unknown device: pxi-5401

What you are experiencing is expected behaviour.  The first NI-FGEN driver for Windows 7 is NI-FGEN 2.7.2 however it does not support NI 5401. Please refer to NI-FGEN  2.7.2 readme file. The same applies for all the versions of NI-FGEN that came afterwards. You cannot use NI 5401 on Windows 7! To use NI 5401 you need to have Windows XP or earlier Windows versions. On Windows XP or ealier you can then use NI-FGEN 2.6 or Traditional DAQ driver to program your NI 5401.

If you check the 'Description' section of the download page here: http://www.ni.com/download/ni-fgen-14.0/4824/en/

you will see that it states that the 5401 is not supported on Windows 7 still.  You will not be able to use this hardware with Windows 7.
