the permissions of a text file

There is a software editted by Labview which will generate a text file called PXI connections in the C disk after installing. I have installed it in 7 computers, in 2 of which, with one PXIe8135, the generated text file can't be modified. Even after changing the permissions in the security there is no use. All computers are configured by windows 7 system. I have asked microsoft, but with the answer that that windows embedded in PXIe8135 is a third party product and is different from their product. Why and how of that question?

There is only one disk in this system.

1 the os 

2 After copying the PXI connections file to the folders below one by one, only when in windows, users and programme files these 3 folders it can't be modified still.

3 those four text files including the PXI connections can't be modified below in the picture.
