c_1252.nls cannot be loaded error 4096

I am trying to re-install WINNT on a PXI chassis after a hard drive crash. I am using the 3 disk install from NI and I am getting the error c_1252.nls cannot be loaded. The file is on the disk, I have tried another batch of disks all with the same error. Error number 4096.

Which controller are you using? Are the three disks you are referring to boot disks? Are you able to get to a "c:" at all? Depending on the chassis you are using, the way to put the OS back on is going to be a little different.
