PXI-1042 Blinking Red Light

Manual says it's a power supply issue.  How does this impact the chassis and how can it be replaced?

The PXI chassis has a power supply that powers all the modules and the controller, without this power supply, the PXI chassis cannot function.

What impact does it have if you used it with the red lights blinking?

Some power supply rails might be faulty and the effect varies based on what modules use them, either the modules function or they are limited in functionality.

It is not recommended to operate the PXI chassis with a faulty power supply as it may lead to damaging other modules.
