I have a new system, when I have my program set to run as start up I get the message about NI-RIO server sleeping and I'm unable to communicate with my program.
One of the CPU's is also almost maxed out on usage continuously - sure sign of a problem.
this is the fourth and by far newest system I've setup using this code and this is the first time I've seen this issue.
System details
PXIe-8840
Phar Lap ETS 13.1
Labview realtime 16.0.0
PXI platform services 19.5.0
NI System Configuration 19.5.0
NI System Configuration Remote Support 19.5.0
NI-DAQmx 19.1.0
NI-RIO 19.1
>R series Multifunction RIO support 16.0
NI-VISA 19.5.0
(plus a few more)
work being done in LabVIEW 16.0 (newest version I have access to)
if I run the program from the development PC everything works as expected, it's only when I build and set as startup that I run into this issue.
any ideas?

I've narrowed it down to the call to open a connection to the loaded FPGA file, once that call is made the RIO server goes to sleep and hangs everything else.
code works on 3 other systems and on this one if not set as startup and just run from the LabVIEW development env.

So I changed the version of NI-RIO to 16.0 and I'm getting the same results.
is there a switch setting on my new system that I'm unaware of?
