1073 chassis and 8840 embedded controller, controller not booting.

I have inherited from the previous engineer a new 1073 chassis and a 8840 controller.  When I place the controller on the left side of the chassis and power up the chassis I get no boot on the controller.

 

With the chassis plugged in and switched off I see one green led on the backplane on the right had side.  Same condition with the controller plugged in I see ~ 10 green led on top of the controller with the front most one blinking.

 

When the chassis is turned on I see 5 green led on the left side of the chassis behind the controller and the fan activates.  There is no activity from the controller and no display output.

 

I note that the backplane only has the top two connectors and the controller has 4 connectors, Is this the issue?

 

Do I have failing units or did the previous guy order incompatible stuff?

PXIe-1073 is a MXI chassis. It does not have a controller slot. It has an MXI connector at the back of the chassis. You should not remove the slot fillet and insert a controller into slot 1.
