If you are talking about Stimulus Profile Editor, it's the right tool where you can build stimulus profiles and deterministic real-time sequences in which you can define output generation with the resolution of the PCL rate. I can only recommend you to participate the HIL Fundamentals Using Veristand training where you learn how to use NIVS. You can also do the reverse engineering of the Engine Demo example which also contains example stimulus profiles/RT sequences.
