You are correct that you have to build these explicitly for different versions of VeriStand. If you open Instrument Addon.lvproj, you'll see the build specification "Configuration Release". This builds the specific llb that you're missing in this configuration. I'm not exactly sure what else you will need to build, but that project is a good place to start.
It might be a good idea to open a support ticket if you'd like more detailed information about how the custom devices work.
