Today I want to give a question

"Having the S / N license number for the teststand and purchase certyficate, you can check if it has ever been activated on any device."

I would like use it to my next project and i don't know whether, can I.

PS : this license is from 2013.

If you own the license then you can move it to different users and different machines.  As long as you don't use it on the old computer or the old user doesn't use it as well.
