Need to use my own icon for custom step types

I need to designate my own icon to the custom step types. Looking at a post on this discussion board, I did this : Made an icon file (.ico) of size 16x16 and placed it in the Components\NI\Icons folder and Components\User\Icons folder. Even after doing this, the icon does not show up in the 'Designate an Icon' list.

Do you have any suggestions on what I might be missing?

Did you restart the sequence editor after adding the icon?

The image list is created at startup.

Yes, I did restart the sequence editor several times.

How many colors are you using?  Perhaps it is too many.  If you post the icon, I can take a look at it to see why it is not working.  16x16 is the proper size.
