adc component problem

I am having problems getting the generic ADC component to work to work. The componet is generic\A2D8  8 bit A to D Flash Converter. I have tried all sorts of inputs and reference voltage values. I drive the SOC line high to start a conversion and wait for the EOC line to go high indicating conversion complete. The problem is that none of the converter output lines ever change. They remain high at all times regardless of the state of the OE control line. Has anyone had an issue with this? I am running Multisim 9 Power Pro version.

I was able to get the ADC to run by connecting the EOC to the OC pin, have a look at the attach file.
