Rectifier without transformer in a aquarium LED lighting

Does anyone have an idea about why a transistor was use in the given below circuit?
The transistor is BC547B and the bridge rectifier diodes are used in place of MB10S bridge rectifier
The led strip contains 16 high watt LEDs which were powered by this circuit until the the capacitor used for filtering out AC blew and the Transistor was short. I wanted to fix the circuit and couldn't understand the use of the transistor. 

If I remove the Transistor, Will the circuit run without problems or would it be unsafe?
