Ic voltage regulator

Please can anyone can help me. I tried to build a circuit with bridge rectifier and voltage regulator (LM317). I found the equation to calculate R1 and R2 (Vout=Vref(1+R2/R1), but it doesnt work for me. I need 10V on output , but I only have 7.3V. I dont know what I'm doing wrong. Below is a screenshot of my circuit.

Firstly just to confirm - I simulated the exact same setup (from the LM317 onwards) in multisim and got the expected 10V:

This must mean one of your resistors/components is labelled correctly but perhaps has the wrong value assigned to it. 

Can you attache the actual multi sim diagram so that I can use your simulation to check?
