Nevermind.  It's my goof.  I forgot to tie the other clock input high.

Actually, I've found that although the counter works, it doesn't work 100%.  For the Borrow Output (BO) only seems to give a half-size clock-width output only when nothing is attached.  Once I attached anything to the pin, the width of the signal diminished to only a spike.  I couldn't deal with this, so I broke out the old TTL databook and created the counter from digital parts.  Now I'm currently using my own 74hc193 as a subcircuit.  (I really needed that BO pulse-width to be right -- an erroneous sliver would not do.)

 

Now if I could figure out how to convert the subcircuit into a component model...
