Yes, and I found a side effect of the trace and remove island.  If you try to move the area by moving the trace, you can end up removing the whole power plane apart from stuff INSIDE the trace :-).   Not sure if this is a bug or not, but I ended up using a keep-out as described above.

You've definitely identified something interesting here. The void is just getting bigger, and I can easily imagine this is what you would want. I'll enter this into our defect tracking tool.
