Help! shot clock problem

Hi guys! I have a problem in this 24 sec shot clock circuit. if you push the button, the 24 sec will start but when its already in 19, something happens in the shot clock then it will resume afterwards. The same thing happens when its 9. Can you please help me solve this problem?

Hi,

If I were you I'd have double check the logic of the circtuit that controls displays. It is kind of complicated start analising each part of the circuit to give you a solution, Where do you think the problem might be?. Hope it helps.
