I can seem to make the lights work together with the counter. Any suggestions?

Hi,
What happens if you put a probe at the output of the MUX/decoder (74LS138D)? I just checked the datasheet and it seems this decoder has a typical output voltage of 3.5V and your lights need 5V to work.
