Can't get police light circuit to work

I am killing myself trying to get this stupid circuit to work for a class project. We were given a capture of the completed circuit and I went over everything I could think of and it looks like my circuit matches it but I can't get it to run.

Hi ChurdyBird,

I think you are missing a wire (see attached) and after running the Convergence Assistant it changed a parameter in the simulation (see attached) options and now it's working.
