In order to answer this question I need to know your Version of Ultiboard (i.e Full, Power Pro, Education). You can find that under HELP>ABOUT ULTIBOARD.

O.K. I will give you the universal version of my idea for you to try that way it should work with all versions. Goto TOOLS>NETLIST EDITOR. Select your net you want to work with in the top drop down box Find the area that say TOPOLOGY and select anything other than SHORTEST. Then you will find in the middle of the box a bunch of tabs. Click on the one that says HIGH SPEED. Goto the very bottom of this box and check ROUTE LENGTH CHECK. You will find there 2 boxxes for maximum length and minimum length. You can choose your lengths there. In my opinion, you would want max and min to be set to the same that way you are assured that it won't exceed this length and also won't be shortened during routing.
I tried this on a test board. You may have to experiment with your parts placement in order to assure that it can achieve the maximum length. This was one thing I ran into when testing this procedure. You can try this and see if it will work for you. There may be other options that may be better than this, but this is all I know right now.
