NI-MAX crashes on startup win 10

Hello all

I have tried to install MAX (I have downloaded V19.1) –>the MAX crashes & will not starts.
Attached 2 files that it creates.
I have tried on several computers with the same results.
The PC is WIN10 PRO .one thing important the PC is not connected to the web (and it must not be connected to the web)

Hi.
Can you try downloading the installer from here  https://www.ni.com/en-us/support/downloads/drivers/download.ni-daqmx.html#311818 and try it again.And also you need connect your PC to network.
