+/- 60V means that you could measure up to +60V and down to -60V (all these are DC as AC does not have a sign). Now, given you know it can measure +/-60V DC, the equivalent is it can measure 60Vpk or 42.42Vrms AC.
When measuring AC, you capture a waveform a fixed duration and compute the RMS in the software, since you capture waveforms, you can do a lot more than just compute RMS such as offset, THD etc.,
