NI-9221 DSUB not recognized in MAX

I see my NI-9221 DSUB in "Device Manager--System device--Universal Serial Bus device" as "BillBoard Device" when I connect with its USB--DSUB cable.  However, I didn't see it was recognized in MAX even I do "create new" at Device and Interface. 

I download NI-Serial, DAQmx, and NI Device driver, reboot PC, none of them help. I also tried to do "Hardware Configuration Utility" in MAX.

Can someone help? Appreciate it.

Is your NI-9221 installed in a USB-9162 carrier?

Based on the green icon of your NI MAX, you have a driver version that is 2020 or later.

According to Software Support for CompactRIO, CompactDAQ, Single-Board RIO, R Series, and EtherCAT, USB-9162 is last supported in NI-DAQmx 17.1

I have "cDAQ-9171, CompactDAQ Chassis (1 slot USB)" which was suggested by NI.
