MAX config does not autodetect 2nd DaqCard700

After installing NiDaq6.9.2 on Dell P3 Laptop running Win2000, I inserted 2 DaqCard700s. Windows correctly identifies and installs drivers for both cards. Device Manager shows no conflicts for ether card. When I run Measurement & Automation Explorer,only one card at a time can be autodected or configured. When one card is removed, the other installed card will take it's place as Device 1 in Slot 1, no matter which slot the card is installed in. Only computers running Win2000 are showing these conditions. Any Ideas??
