According to old KnowledgeBases, NI-DAQ 4.8.0 supports QuickBasic applications. QuickBasic is a 16-bit application designed to run on DOS, which is a 16-bit operating system. I'm more worried if the 4.8 driver will support the card. The oldest driver you can use for a PCI-MIO card seems to be 5.0 so there is a big chance that it will not work. You can give it a try with that but National Instruments will not support this if this doesn't work.
