DAQmx 21.0 causing DAQmx.dll error - Initialization routine failed

Full message: Could not load file or assembly 'NationalInstruments.DAQmx.dll' or one of its dependencies. A dynamic link library (DLL) initialization routine failed. (Exception from HRESULT:0x8007045A).

I looked around the forum a bit and didn't see a reference to this error. I am wondering if NIDAQmx 21.0 has a known issue like this? Our resolution was updating to 21.3 so we don't need a different urgent solution. Just wanted a reference in case someone else runs into this.

We reference the NIDAQmx 17.0 package (16.1.40.70) for local reference. This might also be a .NET 4.0 runtime driver support issue, because that's what our apps are built on at the moment.

Apologies, I just found the 21.3 bug fixes. I was looking under 21.0 for known issues.
