AT-MIO-16D: DIG_Out_Line Value is not retained? WinNT C++

Hi,

I'm programming using Visual C++ 6 and just making sure if the DIG_Out_Line command will retain the value (Digital Output) or not. It seems that in my program, the output is just like a pulse...If I send a LOW, the output that was sensed using an oscilloscope is a jump from HIGH to LOW and then back to HIGH in less than a blink. Is this a configuration error or is there any other function that can be used to send a continuous HIGH/LOW until a new value have been sent? Thanks in advance.
