Consider developing a C#/.NET application using the TDMS .NET Library for creating TDMS format files for a MS Windows 10 based PC. Will such an application and the TDMS library also work in the MS Windows 10 IoT core environment? Notably the CPU of an IoT core system is ARM based (as opposed to x86 of a PC). Generally C#/.NET applications (not using the TDMS library etc) run on both MS Windows 10 and MS Windows 10 IoT core (using CLR rather than native mode).

According to the following article, NI Measurement Studio 2015 is compatible with Windows 10, but Windows 10 IoT is not supported. However, it might be possible that code runs, but it's a matter of trying it out.
