This issue I had was a long time ago.
But recently, I had similar problems creating an installer for deploying a Measurement Studio application on another machine.
And the problem here was not not the NationalInstruments.Common assembly itself - it was a missing library of Visual C++ 10.0.
So, I added the merge module microsoft_vc100_crt_x86.msm to the setup project (because this dependency was not recognized automatically) and finally, the installer worked on another machine. An alternative solution is to copy the missing libraries msvcp100.dll and msvcr100.dll into the application folder.
