Had same issue with LV32.bit running on a Win7 machine (64-bit). I was calling osk.exe with System Exec.vi ( cmd /c osk.exe) , which failed to work on Win 7...
So I copied and renamed the osk.exe( 32-bit version from my XP machine), and treats it as an exe, now uinsg its full path to call it. The XP keyboard pops-up as it should now.

I tried to call osk.exe and gave the full pathname c:\windows\system32 in the option of system exec.vi
=>> it doesn't work
I copied osk.exe from c:c:\windows\system32 to my current folder, called osk.exe and specified the pathname option c:\blablabla
=>> it doesn't work
I copy osk.exe from c:\windows\system32 to my current folder and call osk.exe with giving the full pathname c:\blablabla\osk.exe
=>> it works
