Thank you for bringing this issue to my attention. We uncovered that while CVI 2020f3 is supported on Windows 11, during the installation a version of PXI Platform Services driver is installed that is not compatible with Windows 11. Users should first download this driver separately and then install CVI 2020f3. I have updated the known issues to reflect this problem and to hopefully provide a path toward successful installation in the future.
