Download link for OFFLINE 2017 Run-Time installer?

I am needing the 2017 Run-Time installer, but it has to be the offline installer since the target systems generally do not have any internet access.

When I select 2020, I see four different options to download (base, F1, F2 and F3).

But when I select 2017, I see nothing available:

Seemed to work OK for me.  Here's the link for the actual download button on that page.

That may be the online/internet version. The offline ones were all .iso files for the 2020 release.

But for the offline, for the other years, there are different ones for each patch level. I expect there should be at least two files -- the base, then the F1 patch.

I just checked, and that is the same .zip file I get when I download the non-offline version. That part I can get to. But the offline installer box opens up with nothing in it I can select. But the 2020 offers me four different offline files, all .iso files.
