Found the problem with my FPGA not building.
This company uses a program that keeps track of usernames and passwords for different applications or websites that the user will use and automagically logs the user into those applications or websites. The only method that I could find to get around the issue was to stop the process from running. Our admin people do not want to permanently remove this from ours computers. So for now, we will need to remember to stop the process before doing the build.
The program in question is:
Passlogix v-GO Single Sign-On
ssoShell.exe
Passlogix was purchased by Oracle. Here are links to their website:
http://www.oracle.com/us/corporate/Acquisitions/passlogix/index.html

Thanks to anyone answering my original issue.

Please stop posting in every old thread that mentions FPGA. Start a NEW thread with your question. LabVIEW FPGA supports only FPGA boards sold by National Instruments (with one exception for a Spartan educational kit, if I'm not mistaken). You also need the FPGA toolkit, which is an add-on for LabVIEW.
