Looks like a SubVI to me, not a LabVIEW-supplied VI.
If you enable paths in the context window you can see the exact name and location of the SubVI.

the title is "Developing Neural Network Applications Using Labview" . Can you recognize the symbol ?

I see, a published thesis. The author undoubtedly wrote a SubVI; you would have to scour the thesis or request a description directly.

Just by the picture:
It takes an array and calculates the mean, variance and standard dev. (and the w is for weightning the input array)
SInce w isn't wired you can use the Std. Dev. vi found in math/stats+prob.
Funny, (or not) I can't find a mean or stddev vi that has a weightning option.... well, mathscript......

Mathematics -> Prob & Stat -> Std Deviation & Variance.VI
Weighting input available.
Edit: I should clarify....this is not the same VI as posted by the OP but I would assume that it accomplishes the same task.
