visa read timed out error for usb raw device -Newport Power meter 1919-R in labview version 2020 sp1

I installed the power meter application and the device is detected in Ni-MAX. but I can't communicate with it using the commands through visa test panel.

it showed an error , VISA : (Hex 0xBFFF0015) timeout expired before operation completed. 

Please give me the solution.

I don't think this device is USB RAW.  You might have installed "drivers" that made it look that way, but the device looks like it needs to use the "OphirLMMeasurement" COM object (i.e. ActiveX) to run over USB.  You will likely need to install that or switch to using RS232.
