new to labview. Could someone explain in detail what does the 'visa resource name' and 'visa resource name out' are.

They are references to the VISA resource. Not sure what else you need.

If you have NI VISA and NI MAX (National Instruments Measurement & Automations Explorer) installed you should be able to see any of the serial interfaces installed in your computer. These can include USB- Serial adapters. Then, in LabVIEW the reference referred to by crossrulz will allow you to identify for the visa configure serial port which serial (COM) port you are configuring.
