unable to rebuild MAX database

I've upgraded a computer from 2016 to 2018.  In MAX all the hardware cards have a red circle with an "x".  An the PXIe chassis containing the cards has disappeared.  It's possible this was a problem before the upgrade.  I decided the best thing to do is to rebuild the database.  However, when I try MAX goes into "never-never-land" and when it finally returns "home" nothing has changed.

Yes, I'm following the KB article

How to Fix or Reset the NI MAX Database File

https://knowledge.ni.com/KnowledgeArticleDetails?id=kA00Z000000P8awSAC

I'm using a PXIe-1078 that communicates to my PC (Windows 10) with a PXIe-8381 in slot 1.  There are 5 PXIe-6368 cards in slots 2-6.  Slot 7 contains a PXI-6683H timing card.  I've enclosed the MAX report.

Suggestions on how to for MAX to rebuild the database?

A possible fix is that these services must be set to auto-start - delayed:

NI Configuration Manager

NI Device Loader

This could've saved you having to rebuild the database, but since you already traveled that road (as did I the first time), you'll have to rebuild it after reconfiguring the services and rebooting.
