remote panel: vi not loaded into memory

Hello community,
we have a project were we have four (nearly identical) compiled *.exe (controllers) from LV 7.1 (including DSC module RT). Each of this application has three faceplates. A fifth application has one faceplate. We want to supply the faceplates via intranet, therefore the *.ini files of all applications (and all faceplates) have the webserver enabled. This works perfect for the first two applications serving on port 90 and 91. We can see all faceplates on intranet. Also the fifth faceplate serves well on port 99, but the two other applications (port 96 and 97) are giving only a remote message like: VI is not loaded on the server. We think, it is not a question of ports, because the single application is serving also well on port 96 and 97, but furthermore something in the compilation settings of the programs. Any ideas?
 
Second question: We want to allow only a limited range of remote PC's controlling the applications. The limitation with IP-adresses is not working, because of an active DHCP-Server in the intranet, supplying different IP's on startup. A password solution seems to be very inconvinient, because the password has to be supplied on every opening of the window?
