"scan from string" - bug?

In some conditions, "scan from string" generates an error when at its input it's connected an empty string, but not all the time (see the attachments). I think it is a bug. Is it? Is there a work arround for this?

...for the very simple reason that, this time, at  "Start a New Support Request - Summary" page I chose for "Question type" the variant "Reporting a bug" instead of "Learning to use product features and functions", thinking / hoping that will bring me to a different place. Obviously, I was wrong...
By the way, what's the use of that selection, anyway?!

That page has at the top a "Communication Method" section with "Discussion Forums" selected as default. Thus, it will post a message in these forums just as if you had created a new message.

This specific thread should be disregarded, and your discussion should be directed to the other thread which goes into all the details.
