Yes, you can.
Just rt-click with the Coloring tool (with more concentration) on the Str Ctl border & then the color pallette will pop-up. Then you can press space/tab key to make the border as transparent.
But I think this work only for a Str Ctl took from the Classic pallette, not with the modern Str Ctl.

I suppose that this method doesn't work. The normal menu pops up. Check out the attached picture.
