How do i re-install ni device monitor? i tried repairing it through ni package manager but that did not seem to make a difference.

You usually would not install the Device Monitor seperately. It's simply a component of the DAQmx driver and possibly other NI driver software. Seems like a reinstallation of DAQmx would be likely solving this.
