Are you trying to program NI-RIO drivers onto the cRIO? You can do that through MAX, expand Remote Systems to find your device's software element. There will be a button to install software.
If you're looking at developing a real-time application you'll need to buy the NI Real-Time development and maybe FPGA license. There's a whole world of information starting at NI's real-time page, I suggest reading the main topics there before starting any work.
