Please provide a more descriptive subject than LabVIEW. Every question in this forum is about LabVIEW.
What do you mean by "desktop notifications"? Please add a few more sentences to your message to describe in more detail what you are trying to do.

can i read desktop notification status? like internet connect or not,ups in power more or battery mode etc...

Of course, if there is one, you should install the UPS driver and connect it to the PC...
(I do not recently use an UPS, but as I remember back a few years now, there was a USB (?) cable to be connected to the PC from the UPS...)
After some search as I can see, some modern UPS comes with USB and even serial interface. It means that you might be able to communicate directly with the UPS from LabVIEW to request status, and no need to access this info via Windows...
