I'm pretty sure the environment was set to labview but when I tried to make sure and change it to labview that window went unresponsive.

Wait, when you start it up it doesn't show up with the FRC tutorials, help, projects, etc?  Is it possible to take a screenshot of your splash?  If you installed all of the FRC software, you should see the FRC environment rather than LabVIEW.  LabVIEW will be a rectangular shape with options to create a new project in the left and a history of projects/VIs you've worked with on the right.  Which of these are you seeing?

The frc stuff shows up but when I went to change the environment the only option was labview.
