The vision builder software is not included in the basic LabVIEW package, are you certain that you have it installed?

An evaluation version is available here.

If you go to start ->all programs-> national instruments, then scroll down it will list most packages installed. IF i do this on my install i see vision builder this way. A quick way of checking. When you install labview i think you have to choose these extras to be installed and if your license covers them they will be activated if not you have the option to use the eval copy.
