How you will receive data?

if you have own android-app, use it's connection protocol (TCP open connection etc., see examples).
If you want standard methods, you can create web-server (also see examples).

finaly, you can use the telegram bot.

You can try Data Dashboard for LabVIEW option.

All you need to do is to download the app for android and publish and subscribe data through shared variables. This would work for local server.

For Internet server in public domain, you need use Cloud platform.

e.g. Amazon, IBM watson etc. They offer free trials for few days and you can access data anywhere.

How about sending a text message?  Most providers you can send an email to a certain address and it will text it to your phone. 

Verizon for instance you send an email to ##########@vtext.com (########## is your mobile phone number) and it forwards it to you as a text message.
