Does the application window pop up at all? It actually should. If not, what does the VI that you are trying to deploy to your TPC-2212 does? Does it need drivers like VISA or DAQmx Base?
You just need to install the Touch Panel module on your development computer, build the TPC application, and select to deploy it. Please try to follow this Getting Started guide for steps on how to deploy your application. If you have problems on any step, please let me know what it is so that I can assist you.
Also notice from the Best-Practices for Touch Panel Deployment that you would need to do a separate install support for Shared Variables.
