cRio in configuration mode after restart

Hi there.
I have a cRIO 9045 along with two NI 9145 etherCats. All in FPGA mode.
LabVIEW and system manager reports no issues anywhere.
Every time I restart the controller, the scan engine mode reverts to configuration mode, instead of active.
In order to make the unit functional I have switch manually to active mode,

then everything works as expected .
Has anyone experienced such a behavior?
Any suggestions?

Do you call Set Scan Engine Mode VI at the very beginning before using any I/O variables or function blocks?
