Why windows layer can't connect to the RT system

Currently, we have developed the software including the windows layer, Real-Time(RT) layer and FPGA layer using cRIO. However, one problem occurs recently. It is the builded window layer software can't connect to the RT system in some PCs and it is working well in some other PCs.
 
 Our configuration: cRIO 9014 controller, RIO 2.1.3, Labview 8.2, Labview FPGA 8.2, Labview 8.2 Real-Time.
 
What's wrong with our software? We have tried build the windows layer on the 2 PCs separatedly, however, the two builded softwares all just can connect to RT system in one PC and other PCs still can't connect with RT system.
 
We have using cRIO for a long time and this problem just occurs recently after we have updated our controller from 9004 to 9014 and RIO from 2.1.1 to 2.1.3.
 
The operation system in these two controller 9004 and 9014 are different. Is this the root cause of this problem? How to solve this problem?

Are the access rights correctly set in MAX? (Are they the same for all PC's)

The builded software ought to be avaiable to connect to the RT system for all PCs even not install Labview, isn't it?
 
In that case, it should has not relationship with the MAX setting, right?

MAX is used to configure the cRIO driver. cRIO driver installation installs MAX.

For a deployed system you require:
The RIO driver.
The LV run-time.
MAX for configuration of the HW and driver
