Why is IndexVals Invalid in Mouse Wheel Event?

From what I can see, any attempt to read the IndexVals property of an array control inside of a Mouse Wheel event returns an array of zeros. (If the property is read "ahead" of the event structure it returns the correct values.)

 

Is there a rationale for this? Are my observations wrong?

Attach some simple demo code. Nobody here wants to start coding from scratch just to verify what you are saying.
