Why does an 8.5 Installer not work on a Windows2000 OS?

The PC used to build the project has WIN_XP/ LabVIEW 8.5,8.6 and 2010. After trying to build and install from several similar PC's with no success, I downloaded the LabVIEW85RuntimeEngineFull.exe and Visa441runtime.exe. and copied my_code.exe to the desktop to run the application. That worked out just fine but, a new installer with no additional installers will not install on the Win2000 box...anybody know why?

The second page explains it pretty well.  It has to do with the Application builder being updated when new versions of LabVIEW are installed.
